IN INDONESIA AND ASEAN COUNTRIES

We, the participants of "Jakarta Forum on Social Protection for Senior Citizen in Indonesia and ASEAN Countries" express our appreciation to the organizers of this event.

The Jakarta Forum notices the importance of improving social protection for senior citizen by addressing population ageing issue in ASEAN region.

We were able to learn from the efforts and initiatives of various countries (governments and other institutions concerned) aimed at advocating for the improvement of social protection to our older persons populations.

We expect that this Forum and its outcomes will contribute to the MIPAA + 5 review and the achievement of MDGs at country and ASEAN level. In particular, we would like to declare that:

1. The existence of various forms of social protection in Asian and European countries demonstrates the importance to secure the well being of senior citizens.

2. For these reasons, we call on our governments, the UN bodies, the international donor community and civil society to continue their commitment and strengthen their support to the further actions (analysis, research, debate and implementation) to improve social protection for senior citizens in the region.

3. There is international evidence of the positive impact of social pension in the reduction of poverty and disparities that can be taken into consideration to improve countries policies on social protection systems;

4. Social Pension is feasible and affordable in ASEAN countries therefore "could" be considered to be implemented suitable on specific age target for each ASEAN countries. There should be establishment of working action-oriented group to follow-up the issue and to formulate proper and appropriate procedure in delivering welfare to the older persons in Indonesia and ASEAN countries. Harmonization of and futher regulations regarding Law of NSSS.

5. Networking and exchange among ASEAN countries is essential to establish successful policies and programmes of social protection for all ASEAN older persons;

6. To establish Coalition of ASEAN NCA (National Commision on Ageing), followed by the consultation with ASEAN Secretariat about the possibility for the engagement in ASEAN mechanism

7. To promote social protection coverage, including social pension to the poor and needy older persons, which could improve their wellbeing and participation in the society.

8. We should continue our dialogues on Social Protection for Senior Citizens in technical working groups and explore areas of cooperation in the area of social protection in an aging society.

9. The results of our forum will be published and disseminated among all relevant stakeholders.

JAKARTA FORUM ON SOCIAL PROTECTION FOR THE AGED

A meeting called Jakarta Forum Social Protection for Senior Citizens in Indonesia and ASEAN countrieswill be held Nov. 13 -14, 2007 at the Bappenas (national development planning council)
building.

Organized by the Komnas Lansia (national commission for the elderly), Help Age International and
Yayasan Emong Lansia (foundation for the aged) , the forum will discuss potection of senior citizens.
Principal objective is to make stake-holders aware of the importance of social protection for the aged in Indonesia and other ASEAN countries.

Also of key importance, according to Bappenas sources here Tuesday (6/11) are recommendations involving the strategy and policies related to the protection and welfare of the advanced in age.

Some 150 stakeholders are from government institutions, Parliament, universities, research agendies, non governmental organizations (NGOs), Komnas Lansia, ASEAN member nations, international donor agencies.

Among speakers are Social Minister Bachtiar Chamsyah, Dr Mathias Reiner Zeeb, an expert on
etirement system reform; Prof Dr Hasbullah Tabrani of the University of Indonesia and Inten Suweno of the National Commission for the Aged.

The forum is considered important because the number of the aged is continuously rising in many parts of the world. The process has been going on since the 2000s. Towards 2050, one of four people in Asia and Latin America will be elderly citizens.
Indonesia has predicted that in 2020 there will be 40 million (or 13.2 per cent of the total population) senior citizens. The rising number of the aged indicates longer life expectancy.
But on the other hand there might be worries about the aged becoming poorer because a total of more than 100 million people in developing countries are living below the poverty line with an income of less than USD 1 a day and 80 per cent of them do not have a fixed job.

Statistics in 2004 say that 59.12 per cent of the aged in Indonesia are poor and constitute 27 per cent of the total of the poor. Most of them are primary school graduates. All this makes protection for them of paramount importance.
